A three-day International Belarusian-Russian seminar-conference on supervision and control of labour legislation and labour protection observance was opened in Kaliningrad on November 25th, 2008.
It should be noted that such theoretical and practical conferences have been organized by the All-Russian Institute of Labour Protection and Economics for five years now both in Belarus and in Russia alternatively with the assistance of the Ministry of Public Health and Social Security of the Russian Federation, Ministry of Labour and Social Security of the Republic of Belarus as well as the Standing Committee of the Union State. Kaliningrad region has become the venue for such an event for the first time.
On the part of Belarus this international professional dialogue is attended by a representative delegation which is led by Leonid Grakovich, Head of the Department for Labour Protection and Public Examination of Working Conditions at the Ministry of Labour and Social Security of the Republic of Belarus. Besides that, representatives of the Ministry of Public Health and Social Security of the Russian Federation, experts of International Labour Organization as well as leaders of Kaliningrad territorial form of public labour inspectorate, Russian and Belarusian enterprises and research institutes are taking part in the conference.
During this seminar-conference the following issues are being considered: labour legislations of Belarus and Russian and main lines of their development; public labour inspectorate activity and its improvement potential; professional risk management and improved organizational management of labour protection at enterprises.
On the first day of conference’s work the speeches both at the plenary meeting and at breakup groups were dedicated exactly to this subject area. On November 26th the participants of the seminar-conference familiarized themselves with the work of labour inspectorates at such Kaliningrad enterprises as Heat Station-2, “Avtotor” and plant “Kaliningradgazavtomatika”. On the final day, November 27th, the participants plan to sum up the work of the conference as well as harmonize and pass guidelines.
