Bill “On external frontier of the Union State” Elaborated

Having undergone examination and harmonization at all levels the elaboration of the bill “On external frontier of the Union State” has been finally completed. Now it is ready to be introduced before the Parliamentary Assembly yet to pass the bill it is necessary to sign the Constitutional Act of the Union State. This news was reported by the member of the State Duma Committee on Security as well as Deputy Chairman of Parliamentary Assembly Committee on Security, Defence and Prevention of Crime Aleksey Razuvan whose speech was published in Belarusian-Russian journal “Information Security Management”.

“When harmonizing Belarusian and Russian legislations in the area of security, defence and crime prevention we consider it reasonable to act on the premise that national legislations should be drawn together and unified,” noted A.Rosuvan.

It should be noted that in the sphere of militant organization and development of Belarusian and Russian Armed Forces the main effort is bent to create legal conditions for the two countries’ Armed Forces so that in case of need they could take joint measures to avert the danger to sovereignity and independence of each member country of the Union State. In the sphere of frontier policy there have been implemented some joint activities aimed to work out interdepartmental normative-legal base for the work of Belarusian and Russian frontier services in the area of frontier control, prevention of illegal migration and provision of the necessary facilities for the external frontier of the Union State.

The enormous importance of security issues is confirmed by the financial support rendered. For instance, draft union budget-2009 appropriates about RUB 1.5 billion to implement the activities and programmes in the sphere of military and technical cooperation, law enforcement activities and protection of the Union State.
