Such an opinion was expressed by Albert Stepanov, Deputy State Secretary of the Union State , at the enlarged meeting of Committee on Budget and Finance at the Parliamentary Assembly of the Union State .

According to A.Stepanov, the fact that social sphere is financed on leftovers is rather disturbing. “The preference is given to industrial programmes. However, one shouldn’t tolerate the leftover principle applied to social sphere financing,” he stressed. He also added that Belarusian and Russian parties had found an efficient format of cooperation which allows national authorities to avoid redundancy: it includes both holding of cadet meetings and the activities of the Union State philharmonic orchestra.

“This issue should be paid attention to,” believes Deputy State Secretary of the Union State . It should be noted that 23.5% of this year’s budget is assigned for the activities in the sphere of social policy, public health, physical culture, emergency issues, education, culture and mass media.
