The necessity to sign the Constitutional Act of the Union State has been discussed in the political circles of the Union State a lot recently. The main point of the opinions expressed is that the elaboration of the document is almost completed and now it’s time for political decisions. First of all it is necessary to decide on the structure of the future union.

This one as well as some other issues of cooperation were given an account of by Alexander Babakov, deputy of the State Duma of the Russian Federation, Deputy Chairman of the Parliamentary Assembly of the Union between Belarus and Russia.

Positions of Belarus and Russia on political questions are identical, but Belarus does not see itself as a region of the Russian Federation. Commenting upon the statements of Alexander Lukashenko, the deputy noted that the President of Belarus “once again emphasized that special, leading role played by Russia on CIS territory and called our country the main factor of Belarus’ independence”.

“He also touched upon possible models of integration with Russia and stressed that he does not see Belarus as a region of the Russian Federation. Certainly, we take into account this position of our partners which will be reflected in the Constitution of the Union State that is being actively worked on at present,” noted A.Babakov.

A.Babakov stated that he also shares the opinion of Lukashenko concerning foreign policy issues of the union states. “Coordination of our efforts in international institutions and practically identical positions on crucial questions during recent years prove the effectiveness of our diplomatic services,” believes Deputy Chairman of the Parliamentary Assembly.
