P.Borodin: “In fact, Belarusian and Russian citizens become the citizens of the Union State”.

Before switching over from trade to cooperation economics Belarus and Russia are to lay down normative-legal foundations. Such an opinion was expressed by the State Secretary of the Union State Pavel Borodin during his recent visit to Minsk. “Belarus and Russia should have unified approach to currency and financial sphere as well as pricing. Tax legislation also needs improvement and unification,” noted Satte Secretary speaking before the students of Belarus State Economic University. “Two years ago the Presidents signed five fundamental agreements: on unrestricted migration of people, capital, goods, as well as on Union property. This year their ratification is to be completed. In fact, Belarusian and Russian citizens become the citizens of the Union State”.

Answering the questions relative to political system of the Union State, State Secretary noted: “We should approve Constitutional Act, form Union Parliament and delegate some responsibilities to it. At the same time, both countries will stay politically independent with their own constitutional authorities”. He also said that the Union State “should have single means of payment. One dollar should not cost 24 Russian or 2135 Belarusian rubles”.
