N. Samoseiko about the guidelines for the activities of the department on state formation and law of the Scientific Advisory Board of the Union State Parliamentary Assembly

Belarus and Russia still have a lot of unimproved opportunities to actualize equal rights of citizens. Such a statement was made by the member of the Union State Parliamentary Assembly Committee on Law and Regulations Nikolai Samoseiko at the organizational meeting of the department on state formation and law of the Scientific Advisory Board of the Union between Belarus and Russia.

Belarus and Russia still have a lot of unimproved opportunities to actualize equal rights of citizens. Such a statement was made by the member of the Union State Parliamentary Assembly Committee on Law and Regulations Nikolai Samoseiko at the organizational meeting of the department on state formation and law of the Scientific Advisory Board of the Union between Belarus and Russia.

In order to intensify the work in this direction it was decided to establish a department on state formation and law under the Scientific Advisory Board of the Parliamentary Assembly. Its organizational meeting was held on March 25th, 2010 within the framework of the session of the Union State Parliamentary Assembly Committee on Law and Regulations.

The parliamentarian sees the guidelines for the department’s activities as follows. First of all: preparation of resolutions and recommendations on major issues of state formation and law within the Union State. Secondly: analysis of the law-making process in the member states of the Union State, working out proposals on the forms and methods for approximation of legislations, examination of subject areas of legislation resulting in proposals on the ways to unify and harmonize normative-legal documents. Thirdly: preparation of proposals to approve Union State Programmes aimed at working out normative-legal documents in the area of state formation and approximation of legislation.

No less important an activity is the participation in the work of the Parliamentary Assembly Committee on Legislation and Regulations with the right to make proposals. Besides that, scientific support of Parliamentary Assembly deputies’ participation in preparation of the Constitutional Act of the Union State is considered important as well.
