N.Kutsko: “We certainly underestimate the potential of the Union budget”

The Union treasury increases by 10% annually, and nowadays it amounts to more than RUB 4 billion. However we certainly underestimate the ability of the Union budget to serve as an implement for the integral economics. Such opinion was expressed by one of the first deputies of the Union Parliamentary Assembly, vice-chairman of the Standing Committee of the Belarusian National Assembly’s House of Representative, member of Parliamentary Assembly Commission for finance and budget Nikolay Kutsko in the interview with the daily “Souznoe Veche ” .

However we certainly underestimate the ability of the Union budget to serve as an implement for the integral economics. Such opinion was expressed by one of the first deputies of the Union Parliamentary Assembly, vice-chairman of the Standing Committee of the Belarusian National Assembly’s House of Representative, member of Parliamentary Assembly Commission for finance and budget Nikolay Kutsko in the interview with the daily “Souznoe Veche ” .

He reminded that Union budget has increased greatly since 1998 and now it is over RUB 4 billion which allows of promoting the integral processes in all directions. “At first sight the increase of the Union budget correlates with the GDP growth and the national budgets of the two countries. But if we look at the problem from the point of forming the competitive Union economics, then the budget of today is be increased in comparably”, considers the parliamentarian.

Under his words, both Belarus and Russia are economically dependent on other countries as well as on the world economic situation. “We are to minimize the dependence as soon as possible, and to do that we need to aim at maximal complementary of our economics, create more joint competitive goods,” supposes N.Kutsko.

For instance, he noted, there is a programme on large-scale production of highly efficient agricultural machinery on the base of multipurpose mobile energy means of 200-450 horsepower. One such complex, as the parliamentarian assures, can replace several expensive combines and power-intensive tractors. Even with minimal throughput of 500 sets a year the annual economic effect will amount to more than RUB 6 billion. “The implementation of these and others programmes will encourage formation of full-fledged Union economics”, underlined N.Kutsko.

However, he adds that the financial problem has always been the most nagging at the Union State formation. “At the beginning we didn’t know how to fill up the budget, now we beat our brains out trying to use it effectively, - he noted, - Though we can watch some improvement. According to the initial data, around 85% of the Union funds have been drawn at the beginning of the current year.

As the deputy considers, it is the bad financial discipline of the Union budget’s chief managers that prevents from draft on the Union funds. The Treasury doesn’t get any documents that confirm outgoings, statements and charges for arrangements, agreements of state customers and performers.

“It is time we drew not only shared assignments of Belarus and Russia, but also inpayments of the property created at the expense of Union budget. In other words, this property should recoil,” summed up N.Kutsko, meaning the necessity to speed up the process of the Union property agreement coming into effect.
