Protocol of rendering military and technical aid to CSTO member states introduced before State Duma

A Protocol on mechanism of rendering military and technical aid to Collective Security Treaty Organization (CSTO) member states in case of aggression threat or an act of aggression has been introduced before the State Duma of the Russian Federation. According to the Protocol, military and technical aid means provision of defense produce on gratuitous or preferential terms with the purpose to maintain and restore combat readiness of Armed Forces of any CSTO member state if above-named events occur.

A Protocol on mechanism of rendering military and technical aid to Collective Security Treaty Organization (CSTO) member states in case of aggression threat or an act of aggression has been introduced before the State Duma of the Russian Federation. According to the Protocol, military and technical aid means provision of defense produce on gratuitous or preferential terms with the purpose to maintain and restore combat readiness of Armed Forces of any CSTO member state if above-named events occur.

Thus, if there occurs a situation which CSTO Collective Security Council will regard as an act of aggression against any of its members, military and technical aid will be rendered by other members as provided by their national legislations. It should be noted that financial, economic and other terms of rendering military and technical aid are specified in each particular case proceeding from the opportunities that the parties have.

The Protocol specifies the terms and the order of rendering military and technical aid. For example, defense produce can be returnable except for expendable materials as well as specimens of armaments and defense technologies lost during operations if they are compensated on terms stipulated in the contract (agreement).

The recipient party has no right to sell or transfer defense produce which is supplied as military and technical aid to any foreign states, natural or legal persons, or international organizations without the prior written permission of the supplying party. In its turn, the supplying party has the right to control the designated usage of the defense produce that was transferred as military and technical aid.

If the Protocol mentioned is ratified and comes into effect, it will favour the development of cooperation among CSTO member states with a view to counteract transnational security challenges and threats within CSTO responsibility area.
