The application of Russian Federation “Security Law” from March 5th, 1992 #2446-1 showed that the law needs corrections, specifications of the basis and content of actions aimed at security maintenance, the power of public authorities in the sphere, the status of Russian Federation Security Council” – the reference to the document says.

The federal “Security Law” draft defines the main principles of state security maintenance, public security, ecologic security, personal security, and other kinds of security provided in the Russian federation legislation.

The bill also states the content of actions aimed at security maintenance, the power of the president, Federal Assembly, government, federal executive authorities, the functions of the officials of constituent federal territories and bodies of local self-government in the sphere of security.

“The bill defines the status of Russian Federation Security Council according with the article 83 of the Constitution of the Russian Federation. According to the bill the Security Council of the Russian Federation is a constitutional consultative body implementing the process preparation of decisions of the president of the Russian Federation on security, defense organization, military construction, defense, manufacturing, military-technical cooperation between the Russian Federation with foreign states and on other matters relating to the protection of constitutional order, sovereignty, independence and territorial integrity of the Russian Federation, as well as on international cooperation in security ", - stated in the reference.

The main goals of RF SC, according to the bill, include: ensuring the conditions necessary for the realization of the powers of the president in the sphere of security maintenance, state policy shaping in the sphere of security maintenance and control of its realization, forecasting, security threat detection, analysis and evaluation of the military threats, the measurement elaboration on its neutralization and a number of others.

The bill also defines the functions of the Security Council, its composition and defines the principles of its work.
