R.Nurgaliev: The Union State has created legal basis for crime control

He noted that the Union State programme aimed to reduce crime for 2008-2012 is the third such document under which the two countries’ Ministries of Internal Affairs jointly and effectively fight against crime.

"Such joint operations as “Alcohol-Tobacco”, “Caravan-Auto”, “Detection”, and “Channel” give good results. This once again confirms the professionalism of law enforcement officials of both Russia and Belarus,” said Rashid Nurgaliyev.

The Head of Russian Ministry of Internal Affairs believes that crime can be controlled only if law-enforcement agencies join their forces at interstate level.

At the same time, in his opinion coordination of the activities of the two states’ internal affairs authorities in the area of crime control “does not always meet the requirements.” In particular, certain officials keep on giving priority to meeting vanity and the reports of the meetings held.

“In the reports we more and more inform about meetings held, joint sessions, conferences, working out planned activities, and preparing certificates of their implementation. However, all this is just preparatory work. Year after year we should intensify practical realization of these documents,” said Rashid Nurgaliev.

The Head of Ministry of Internal Affairs of the Russian Federation believes that the interaction of the two states’ law enforcement agencies should have a “qualitatively new content – more versatile, constructive, the one that meets the requirements of today's criminal situation.”
