Results and Outlook for Union Programmes’ Implementation Discussed in Minsk

Enlarged “round-table” conference on the subject “12 years of joint efforts in order to implement industrial as well as scientific and technical Union State programmes” took place in Minsk. This event attracted such participants as the representative of the Standing Committee, Embassy of Russia in Belarus, Union State Parliamentary Assembly as well as of the ministries and departments that are in charge of union programmes’ implementation.

This event attracted such participants as the representative of the Standing Committee, Embassy of Russia in Belarus, Union State Parliamentary Assembly as well as of the ministries and departments that are in charge of union programmes’ implementation.

According to Vasiliy Khrol, Deputy State Secretary of the Union State, union programmes are the key instrument used to realize Union State economic and social policy.

Implementation of these programmes raises integration level of the two countries’ economies, develops cooperation relations, solves the issues of developing new competitive on the world market merchandise and technologies as well as increases defence capability and security of Belarus and Russia.

Implementation of each joint programme gives the economy an innovation jump-start, creates new jobs. By experts’ estimate, at present in Belarus and Russia about 300-400 thousand people including those at partner-organizations are working to implement union programmes.

It should be noted that during recent years 40 joint programmes have been financed in full or in part at the union budget expense.

Today dozens of projects pretend to the status of union programmes. Among them are: developments in the field of aviation, space, machine-tool construction, biotechnology, medicine and chemistry, agricultural engineering and software.

For instance, development programme of medical produce manufacture presupposes production of science intensive medical equipment. New methods will cover different spheres of diagnostics and treatment. Particularly, gene-level study of processes taking place in viruses will help to diagnose diseases. New methods of treatment of oncological diseases will let do without surgical operations by effecting tumor-bearing part of body pointwise.

Among other union programmes that can be implemented in future one can single out such projects as development of new therapy methods using stem cells as well as development and introduction of science intensive laser-information technologies of metal working.
