Intergovernmental financial industrial group “BelRusAuto” is developing the concept of the new program “Diesel-powered automobile production development for the period from 2009 to 2014”. That will be the third union program aimed at automobile production development in Belarus and Russia, said Michael Shalimo, the head of the “BelRusAuto” representative office in Minsk.
At present a working team from representatives of Belarusian and Russian companies is formed to develop the new program. “We expect them to make proposals in the sphere of the basic research and development (R&D)”, - pointed out Michael Shalimo.
It is believed in “BelRusAuto” that it is advisable to start taking program measures in enterprise’s extension and in providing the facilities for the output of Euro-4 ecological class products in 2009. This will make it possible to provide the transition to Euro-4 products output starting from January, 1st, 2010 in accordance with the established special technical regulations “About pollutant emissions released by the vehicles produced on the territory of Russian Federation”.
The aim of the new Union State program will be not just the cooperative timely fulfillment of regulations provisions concerning the Belarusian and Russian companies’ preparations to the Euro-4 and Euro-5 components and vehicles output transition. It is also in prospect to take measures aimed at the decrease in the oil origin engine fuel usage, pollutant and greenhouse gases reduction and the rise of the vehicles technical level.
To reach the aims set the new program is going to include the implementation of cooperative science intensive innovational projects aimed at further improvements of technical specifications of the vehicles being developed. First of all it concerns the development and implementation of advanced breakthrough technologies aimed at the usage of combined power installations on the perspective vehicles. These technologies provide the fulfillment of the international ecology, security, energy- and resource saving requirements due to a great increase in fuel efficiency, reduction in pollutant emissions and rise of vehicle construction safety.
The state principal-coordinator of the operating program – Minpromenergo of Russia as well as state principals – Minprom of Belarus and Rosprom coordinated our proposal to concentrate efforts not at the prolongation of the operating program for a year but at the development of a new one”, - pointed out the head of “BelRusAuto” representative office. Now such a proposal is included by “BelRusAuto” company in the agenda for the meeting of Union state Council of Ministers scheduled for March, 21st in Minsk.
