New crediting conditions of NPS building in Belarus

During the recent weeks the topic of giving Belarus the credit for nuclear power station construction has been actively discussed in Belarusian mass media. This topic has significantly increased the interest after the statement of an unknown person in the energy sphere of Belarus that Russian side is ready to finance nuclear power station construction only under condition of creation of common enterprise-exporter of power energy generated by the NPS.

During the recent weeks the topic of giving Belarus the credit for nuclear power station construction has been actively discussed in Belarusian mass media. This topic has significantly increased the interest after the statement of an unknown person in the energy sphere of Belarus that Russian side is ready to finance nuclear power station construction only under condition of creation of common enterprise-exporter of power energy generated by the NPS.

Belarusian mass media with reference to the unknown person of “Kommersant” newspaper that is familiar with negotiation process wrote that creation of common enterprise occupied with energy export is expected to become the mechanism of credit repayment that is planned to be granted to Belarus for the nuclear power station construction (“Solidarnost”, 14.03.10; “Nasha niva”, 15.03.10).

According to L.Zlotnikov Belarusian refusal to create common enterprise with Russia will be logical and easy to explain (“Solidarnost”, 14.03.10). The expert pointed out that consent will mean that Belarus will partially lose control over the nuclear power station activity and will not be able to manage the object independently. And this in its turn will give Russia the possibility not only to export part of the energy from Belarusian NPS but to collect revenues part of which is meant for credit repayment (“Belarusian news”, 16.03.10).

“The connection that Russian has made between the crediting of nuclear power station and necessity to create common enterprise for further common control over energy sale is not exclusive for Belarus”, - wrote internet publication “Tomorrow of your country” (17.03.10). “Analogical schemes were offered to Turkey, Bulgaria and Armenia – when crediting Russia considers the return of investments”, - summed up the edition.
