As is reported by the permanent representative of the Russian Federation in charter and other CIS bodies Evgeni Belov, superior charter bodies of the Commonwealth of Independent States are to consider a package of documents stipulated by the Conception of CIS Further Development and the Plan of its Main Implementation Activities. E.Belov is also the Chairman of the Council of Permanent Representative.

As is reported by the permanent representative of the Russian Federation in charter and other CIS bodies Evgeni Belov, superior charter bodies of the Commonwealth of Independent States are to consider a package of documents stipulated by the Conception of CIS Further Development and the Plan of its Main Implementation Activities. E.Belov is also the Chairman of the Council of Permanent Representative.

The regular meeting of this council was held on 5th August in Minsk where permanent representatives examined draft agendas drawn up for the meetings of the Council of Ministers for Foreign Affairs and the Council of CIS Heads of States which will take place in Bishkek at the beginning of October as well as a draft agenda for the meeting of the Council of CIS Heads of Governments.

According to Evgeni Belov, the above-mentioned documents are vital for CIS countries and touch upon both CIS activities and its organizational structure.

For instance, the following issues are suggested to be submitted to the Heads of States: draft Strategies of CIS Economic Development till 2020, CIS Chairmanship Regulations, Standing Orders of Superior Charter Bodies, amendments to the Agreement on Economic Court Statute as well as a draft Statute of National Coordinators. Besides that, draft agenda of this meeting includes the items which define energy as a key sphere of cooperation as well as the items on chairmanship in the Commonwealth of Independent States and some others. All in all, about 18 issues are planned to be considered at the meeting of the Council of Heads of States.

Draft agenda of the Council of Ministers for Foreign Affairs consists of 23 items concerning cooperation of the Commonwealth countries in humanitarian sphere, energy sector and safeguarding of security. 36 issues are planned to be submitted to the Heads of Governments.

What is more, Council of Permanent Representatives heard the report on the activities of the Joint Committee which consists of member states of the Agreement on CIS countries cooperation in dealing with illegal migration of 6th March, 1998. Evgeni Belov believes that at present this committee is one of the most efficient among branch cooperation bodies.

The report notes that in recent years CIS countries have gained broad joint experience in counteraction to present-day challenges and threats in the sphere of illegal migration. The Commonwealth of Independent States has worked out some fundamental documents which define major areas and mechanisms of cooperation. Priority areas of cooperation are illegal migration control, streamlining of labour migration, legislative control of migration processes, formation of contracts on readmission, higher degree of protection and reliability of passport-visa documents (including use of biometric data and electronic data carriers), creation of integrated databases and other issues.

At the meetings of Joint Committee government plenipotentiaries of CIS member states present their reports about migration situation while departments on migration, internal affairs and police subdivisions, frontier agencies, security services and representatives of ministries for foreign affairs exchange their operational experience. Pressing problems of practical type are always on the agenda, concrete recommendations are made as well.

Information about Joint Committee activities is to be read at the meeting of the Council of Government Heads.

Permanent representatives also discussed the progress of the list of measures drawn up by the Executive Committee and the Council of Permanent Representatives which aims at fulfillment of the Conception of CIS Further Development. They also considered the issues concerning coverage of CIS Inter-Parliamentary Assembly activities in academic books of CIS countries and of holding international football tournament.
