In accordance with the recommendations of international organizations in the Republic of Belarus extensive work to improve the electoral legislation and enforcement procedures was carried out, Andrei Savinykh MFA spokesman said, according to preliminary results of the international election observation.These changes were aimed at ensuring transparency of the electoral process and the creation of equal conditions for presidential candidates. They were also aimed at enhancing the capacity to conduct the campaign.The Belarusian side has invited timely the CIS, OSCE and all state-parties of these organizations to take part in election monitoring. There were no limits on the number of international observers, or on the period they can stay in the country. More than 1000 international observers from the CIS, OSCE and their parliamentary structures were monitoring the preparations for the elections.Belarusian side provided an open and constructive cooperation with OSCE and the CIS, has created all necessary conditions for their work, which was confirmed by the leaders of these missions.
We have carefully reviewed the official statement of the head of CIS mission and preliminary reports of the OSCE mission, which were announced on December 20.We welcome the positive assessment of the mission of the CIS on the Presidential Elections Results. We have also reviewed the preliminary conclusions of the OSCE mission.We can say that the OSCE observers have tried to present a more balanced and objective assessment of the elections in Belarus in comparison with similar reports in the past years.However, analysis of preliminary findings indicate that the OSCE experts do not reflect the changes to ensure openness and transparency of the election campaign, the creation of equal conditions for all participants in elections.
Published in a preliminary report allegations are not fully consistent with previous estimates of the mission at all stages of the electoral process. We have to admit that illegal and provocative actions organized by a minority of the opposition after the polls closed, influenced by the tone of statements by representatives of the OSCE and the nature of their conclusions.We also have to pay attention to the inadmissibility of the situation, when the emotional interpretation of the events, not related to the electoral process, takes attention away from the evaluation of the actual electoral process and election results.
We expect that the OSCE experts will be able to overcome the post-election manipulative pressure and professional approach to preparing the final report on the electoral process in Belarus.
